SUMMARY OF POSITION
The  Human Resources Manager is responsible for managing the OF  benefits 
programs, managing all aspects of human information system (HRIS) applications, 
completing the payroll, support of payroll accounting and salary administration.  The 
incumbent also supports the HR Department in performing duties related to 
compliance and risk mitigation and office-wide implementation of all HR policies and 
procedures.

NATURE AND SCOPE
Recommends, plans, develops and manages  benefit programs, administers the 
payroll process and maintains the HRIS, and manages third-party HR vendor 
resources such as brokers and consultants. Supports Director of Human Resources 
and CHRO in budget analysis and projections for the salary budget including 
incentives.  Responds to audit requests.

PRINCIPAL ACCOUNTABILITIES
 
SALARY ADMINISTRATION (COMPENSATION)/PAYROLL
Responsible for the semi-monthly payroll process using Automatic Data Processing 
including the reconciliation of ADP reports to bank statements and General Ledger.
Recommends improvements to payroll processes and procedures as appropriate.
Keeps abreast of HR best practices, payroll processing systems and changes in 
wage and tax laws, employment laws.
Participates in various salaries surveys, analyzes survey results, in support of the 
Director of Human Resource.
Creates and maintains job descriptions for the various positions.
Participates in the implementation and administration of the variable pay programs 
(e.g. annual and deferred incentive programs).
With guidance from Director of Human Resources, develops and prepares various 
standard and custom reports to monitors the effectiveness of the compensation 
programs in variety of areas such as merit increases, budget performance and 
position to market to help frame discussion with respect to recommended changes.
Provides support to Director of HR on Compensation/Salary Adminstration items.  
As requested, supports the hiring process by preparing salary offers.
 BENEFITS/HRIS
Manages and communicates benefit, retirement and wellness programs, ensures 
statutory compliance with FMLA, ADA, COBRA, ERISA, OSHA, and HIPAA, 
supports annual filings and audits as well as administer LOA programs.
Participates in various benefit surveys, analyzes survey results, and recommends 
changes to the benefit program to maintain compensation objectives and competitive 
position in the marketplace.
Administers various employee programs including education, vision and fitness 
reimbursement, charitable donations, vacation/leave reporting (ezLabor), and flexible 
spending accounts.
Manages the annual open enrollment process including the development of 
presentation materials, and ensures that all employee enrollment elections are 
accurate in the HRIS and vendor systems.
Serves as liaison to carriers and maintains employee benefit records.
Plans, coordinates, and executes technical portion of total rewards statement project 
which generates personalized printed total rewards statements for  OF employees, 
including salary, incentive, retirement benefits, health and welfare benefits, and 
wellness data.? 
Performs quarterly audits of the benefit programs to ensure compliance with policies, 
procedures and applicable laws.
Responsible for the development and maintenance of HR Benefit metrics.
Manages the HRIS to ensure accurate and timely data management and retrieval.
Responds to benefit inquires and complaints to ensure courteous resolutions.
 POLICY AND PROCEDURES/COMPLIANCE AND RISK MITIGATION
Assists in development and implementation of HR policies and procedures; prepares 
and maintains employee handbook; conducts new hire employee orientation 
sessions.
Develops quarterly budget variance analysis,  the supplemental benefit plan 
contingent liability, quarterly vacation liability, the software development accrual 
reported annually to the FHLBanks, and prepares the CD&A disclosures for the 
Combined Financial Report.
Provides data in a timely manner in support of internal and external audit teams, 
FHFA examinations, and SAS70 reviews of all departmental functions.
Actively supports in the redesign and automation of existing HR business processes.
Files the EEO-1 Report annually and maintains other records, reports and logs to 
conform to EEO regulations.  Remains fully cross-trained on all critical departmental 
functions and provides back-up to other staff as needed.
Manages vendor assessments and ensures they are completed timely.
Serves as the Human Resources department subject matter expert for electronic 
content and records management system.
Responsible for the development and maintenance of HR metrics.
Maintains HR departmentís contingency plans to ensure business continuity 
readiness.
Supports CHRO as requested.
Performs additional responsibilities as assigned.
PRINCIPAL JOB REQUIREMENTS
Bachelorís degree required. PHR, SPHR, CEBS, CBP CCP or related certification 
preferred.  
5 years of related experience in benefits as well as general human resources 
administration. Financial Services industry a plus
2 years payroll experience preferably with an ADP system. 
2 years of experience managing a  HRIS 
Working knowledge of accounting concepts
Understanding of General Ledger Entries
Working knowledge of Defined Contribution and Defined Benefits plans preferred.
Good interpersonal skills; ability to interact with staff on all levels
Demonstrated ability to plan, organize, and prioritize tasks; to work independently 
simultaneously on multiple projects
Proficiency in Microsoft Word, Excel and PowerPoint
Knowledge of various Federal and state employment laws and regulations
Must have strong analytical skills
